General Gunter von Esling is the supreme commander of the Allied troops. I'll admit I don't remember Shinobi ever being used and had completely forgotten about them until I looked up Empire units just now, and Rocket Angels were very rarely used.Command & Conquer: Red Alert is the second installment in the real-time strategy series Command & Conquer and was released in 1996. Tsunamis were decent tanks, all of their naval units were good, with Shoguns in particular being the best capital ships in the game and Sky Wings were great naval anti-air to protect your Shoguns. Tengus and Strikers were the backbone of Empire. The most useless Empire unit was probably the Oni mech. They were actually better than V4's, as V4's were easily dodged by even very slow units. Wave force cannons weren't great, but they were the only artillery that Japan had so they had their use. In scrappy or highly mobile situations they were garbage. So they were best in sort of stand off situations, especially in tower wars. Larger groups could be troublesome to manage though, sometimes they didn't like to focus all their beams together and that would decimate their DPS. They also had pretty good range that could be extended with Venoms and decent speed. So a couple tanks would do garbage damage, but starting at about 4 tanks the damage was decent against structure, and with more tanks they could melt anything very quickly.

If N beam cannons joined their beams, they would do N 2 damage, with no cap that I could ever find. They were weird because their damage scaled as more of them focused together. These were tricky to use but in some circumstances could be very effective. Against GLA they were useful because they provided cheap infantry to re-man vehicles that got Jarmen sniped while protecting them from Jarmen.

Red Guard with the veterancy upgrade were actually pretty good, especially for dealing with USA humvees and mixed with some gatts or tank hunters. It allowed you to quickly build infantry from a factory, while costing only a fraction more than building them from a barracks and also providing a vehicle to move them around faster and protect them, and provided some limited stealth detection. It was actually very good, it had very good range and could one shot any vehicle in the game by dropping it on a cliff.
